Unveiling programs are produced for ceremonies to display the design to the public before the release of the stamp or postal stationary issue.  These ceremonies are usually used when more than one city has a strong association claim to the item being released.  To appease both cities, the USPS may give one city the unveiling and the other the First Day Ceremony.
